Le service du commissariat des armées (SCA) est en charge du soutien et de l’administration générale pour le ministère et les armées en particulier, en métropole, outre-mer, à l’étranger et en opérations extérieures (OPEX). Son action s’inscrit dans une démarche de « bout en bout », de la définition d’une politique de soutien avec l’expertise nécessaire jusqu’à la production et la délivrance, dans chacune des onze fonctions dédiées. Il met en œuvre à ce titre l’ensemble des politiques ministérielles qui relèvent de ses domaines de compétence. Responsable des achats pour la vie courante, du transport des forces, de l’exécution des dépenses relevant du soutien commun au profit des armées, le SCA est également compétent dans les différents domaines du soutien de l’homme tels que les équipements individuels (habillement) et collectifs (matériels de campagne), vivres opérationnels (rations de combat et alimentation embarquée), du transport de personnel et de la gestion des véhicules de la gamme commerciale du ministère. Il est aussi en charge de la fonction restauration ainsi que de la gestion base vie comprenant entre autre l’hébergement et l’hôtellerie. Enfin, il assure une fonction mutualisée d’administration du personnel, exécute le service de la solde des militaires, gère les frais de déplacement et les changements de résidence du ministère. Il exerce également une fonction de conseil juridique au commandement. Pour réaliser cette mission, il s’appuie sur une organisation ancrée dans les territoires et sur une plasticité native lui permettant des bascules d’effort entre l’ensemble de ses composantes. Sa performance s’exprime par la recherche permanente de la meilleure satisfaction des besoins sur le périmètre soutenu alliée à l’efficience dans l’emploi des ressources et la résilience opérationnelle de ses processus et de son personnel.
